PEPFAR's annual planning process is done either at the country (COP) or regional level (ROP).
PEPFAR's programs are implemented through implementing partners who apply for funding based on PEPFAR's published Requests for Applications.
Since 2010, PEPFAR COPs have grouped implementing partners according to an organizational type. We have retroactively applied these classifications to earlier years in the database as well.
Also called "Strategic Areas", these are general areas of HIV programming. Each program area has several corresponding budget codes.

Expenditure Program Areas track general areas of PEPFAR expenditure.
Expenditure Sub-Program Areas track more specific PEPFAR expenditures.
Object classes provide highly specific ways that implementing partners are spending PEPFAR funds on programming.
Cross-cutting attributions are areas of PEPFAR programming that contribute across several program areas. They contain limited indicative information related to aspects such as human resources, health infrastructure, or key populations programming. However, they represent only a small proportion of the total funds that PEPFAR allocates through the COP process. Additionally, they have changed significantly over the years. Sub-Beneficiary Expenditure data highlight more specific populations targeted for HIV prevention and treatment interventions.
PEPFAR sets targets using the Monitoring, Evaluation, and Reporting (MER) System - documentation for which can be found on PEPFAR's website at https://www.pepfar.gov/reports/guidance/. As with most data on this website, the targets here have been extracted from the COP documents. Targets are for the fiscal year following each COP year, such that selecting 2016 will access targets for FY2017. This feature is currently experimental and should be used for exploratory purposes only at present.

Activities included in this IM will have a national impact by implementing a quality management system that will be sustained by the MoH to improve testing for HIV and TB. Priority reference laboratories and high-volume diagnostic laboratories will be improved using the SLMTA/SLIPTA and GLI (TB) frameworks, making them able to apply for accreditation. This activity will also implement external quality assurance programs for key tests, biosafety improvements, increase equipment maintenance capacity, and development of technical and supervisory staff competencies. This IM requires the MoH to provide a significant counter-part by covering costs of the MoH staff, laboratory infrastructure, and laboratory reagents and consumables. The MoH will also assume the staff costs for mentors and supervisors as the capacity building function is transferred from FIND to the MoH Vice Ministry for Quality Improvement. All activities in this IM are closely aligned with MoH priorities and thus leverage PEPFAR funds by increasing MoH capacity to have greater impact while the host-country MoH progressively assumes more of the costs of implementation. The commitment by the MoH to this IM promotes country ownership and sustainability. CDC and MSP will develop a logical framework and indicators for each activity. Indicators will be reviewed periodically and site visits will be conducted by CDC and DIGECITSS. An evaluation will be conducted at the end of the project. During the first three years of implementation, this IM has shown the ability to outlay funds on a timely basis to meet goals and objectives. REDACTED
Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
